Why order fails at the filing system
Because order is usually built for the person who created it. It works as long as that same person is the one searching.
A filing system only becomes one when a second person can find an invoice from two years ago without asking. That is the only test that counts. Everything else is taste.
What belongs in writing
Everything that has to happen when someone is away. No more, but no less either.
In practice that is remarkably few points: who approves invoices, where the credentials are, which deadlines fall in the month, whom customers call when the usual contact is missing. Four paragraphs are often enough. Nobody reads a manual.
