The minimum that holds
Readable without JavaScript, correctly marked up, legal information current. Everything else is expansion.
In practice: the text sits in the delivered HTML, not behind script execution. Exactly one main heading per page. The right language in `<html lang>`. Imprint and privacy policy citing the statutes in force — since 14 May 2024 that means Section 5 DDG, not Section 5 TMG.
What load time depends on
Almost never the server. Usually images at camera resolution, third-party scripts, and fonts fetched from someone else's server.
An example from this site: the translation files weighed 18.8 kilobytes per view, although the browser needs only six of their sections. After restricting them, the delivered home page fell from 122 to 109 kilobytes. You find items like that by measuring, not guessing.
